Transparency International Ireland (TI Ireland) is an independent, not-for-profit organisation dedicated to stopping corruption and promoting integrity in Irish institutions. Its vision is an Ireland that it is open and fair – and where entrusted power is used in the public interest. TI Ireland is a fully accredited chapter of the international coalition, Transparency International, with representation in over 100 countries.
POSITION SUMMARY
The overall responsibility of the Programme Manager is to lead Transparency International Ireland’s Integrity at Work Programme (“IAW”).
Integrity at Work (IAW) is a not-for-profit, multi-stakeholder initiative aimed at promoting supportive working environments for anyone reporting concerns about wrongdoing. The initiative will assist stakeholders in complying with Ireland’s whistleblowing law, the Protected Disclosures Act, and promote best practice.
Members of the initiative must pledge that their workers will not be penalised for blowing the whistle and commit to putting in place a robust whistleblowing programme that meets a set of agreed standards. Transparency International (TI) Ireland will provide assistance to participating organisations that includes, training, guidance on whistleblowing policies and procedures, member events, interactive tools and free confidential advice for workers from the Speak Up Helpline/Transparency Legal Advice Centre.
MAIN RESPONSIBILITIES
The Programme Manager will report to the TI Ireland Chief Executive and will be responsible for all areas relating to the IAW programme, including:
- All aspects of new member engagement, including identifying and meeting with prospective member organisations
- Maximising participant retention and managing member relations
- Identifying sources of core funding and helping with major donor relations
- Overseeing timely collection of IAW participant contributions
- Managing online and social media presence for the IAW programme
- With input from TI Ireland’s Chief Executive managing all IAW events and services, including:
- All aspects of training and e-learning, including management of training consultants
- Quarterly newsletters
- Multi-stakeholder forums and annual conference
- Publicity materials for IAW and the Speak Up Helpline
- Supporting the Chief Executive in developing IAW strategy and resources
Other responsibilities will include:
- Ensuring that IAW activities make a net positive contribution to the running costs of the Speak Up Helpline and the Transparency Legal Advice Centre
- Recruiting consultants and managing project budgets
PERSON SPECIFICATION
The successful candidate will be able to demonstrate examples from their past experience that highlight their ability and desire for this role. We are seeking someone who has the following attributes:
Knowledge and Experience
Essential
- Minimum of three years’ experience of programme/project management.
- Proven track record in, business development, sales, marketing/communications, and/or fundraising
- Demonstrated ability to manage key accounts/donors and multiple stakeholders
- Proven event management experience
- Strong knowledge of Excel and of MS Office packages and client relationship management software
- An understanding of and commitment to the values and goals of TI Ireland
Desired
- Experience developing and managing training and/or e-learning programmes
- Knowledge of workplace/business ethics and sustainability, whistleblowing/protected disclosures, corporate governance, anti-corruption or a related field
- Experience working in a legal or compliance context

- Ability to communicate effectively and confidently, in person and in writing, and to engage with public, private, regulatory and charitable organisations

Conditions and Renumeration
The successful candidate will initially be engaged on a part-time staff contract for twelve months with flexible working hours (based on a 22.5-hour week) with an opportunity for working hours to increase to 37.5 hours per week where funding allows.
The successful candidate will initially be engaged as an employee for a fixed term of one-year at Grade IV of the TI Ireland Pay-Scale. An offer of full-time, permanent employment with TI Ireland may be offered subject to successful completion of a probationary period and satisfactory performance in generating income.
The successful candidate will be supported in working remotely where necessary, however, they may also be expected to work from TI Ireland’s offices in Dublin 1 from time to time. Occasional travel in Ireland and overseas may be required.
