Request for Tenders: Development of a Cross-Border Collaboration Toolkit
The Wheel is seeking suitably qualified contractors for the development of a Cross-Border Collaboration Toolkit to support community and voluntary organisations operating across the Republic of Ireland and Northern Ireland, as part of The Wheel’s Shared Purpose project.
Community and voluntary organisations frequently work across jurisdictions to address shared social, economic, and community challenges. However, cross-border collaboration can present practical complexities relating to limited connections, complex jurisdictional differences, and lack of practical guidance. Shared Purpose seeks to address these gaps by providing accessible tools, shared learning spaces, and opportunities to build partnerships.
The toolkit will provide structured guidance on establishing and strengthening cross-border partnerships and will include practical tools and templates, workshop plans, governance and funding overviews, best practice guidelines, case studies, and a quick-reference resource. The successful contractor will also be required to pilot the draft toolkit with community organisations and produce a short report summarising feedback and recommendations to inform the final version.
We invite experienced professionals to submit tenders. Full details are provided in the Request for Tenders, available to download below. The deadline for submissions is 10 April 2026.
