The National Screening & Reception Centre (NSRC) Clinic forms a key part of Safetynet's Migrant Health Programme. Located within the NSRC in Citywest, the clinic provides essential primary healthcare services for newly arrived international protection applicants. For many patients, this clinic represents their first interaction with the Irish healthcare system and plays a critical role in providing assessment, treatment, health screening and onward referral to appropriate healthcare services. The clinic operates in partnership with the HSE and supports continuity of care through Safetynet's shared electronic health record system.

General Job Description

The General Practitioner will provide high-quality, person-centred primary care services to adults and children residing in or transiting through the National Screening & Reception Centre (NSRC) in Citywest.

The postholder will work as part of a multidisciplinary team supporting people seeking international protection during the early stages of their journey in Ireland. The role focuses on immediate healthcare needs, communicable disease screening, management of acute and chronic conditions, health promotion, vaccination, safeguarding and integration into appropriate mainstream healthcare services.

The GP will contribute to continuity of care by ensuring accurate clinical documentation and effective transfer of information through Safetynet's shared clinical record system and referral pathways. 

Principal Duties & Key Responsibilites

Clinical Care

• Provide comprehensive GP services to adults and children attending the NSRC.
• Assess and manage acute and chronic medical conditions.
• Provide GP Clinics for newly arrived international protection applicants.
• Carry out screening for communicable diseases in accordance with national guidelines and local protocols.
• Deliver health promotion, preventative care and vaccination programmes.
• Provide childhood immunisations where appropriate.
• Identify and manage patients with complex physical, mental health or psychosocial needs.
• Ensure timely referral to specialist, secondary care and community services where required.

Migrant Health & Integration

• Support patients in navigating the Irish healthcare system.
• Work collaboratively with the HSE and community services to facilitate access to ongoing healthcare.
• Ensure continuity of care through accurate documentation and use of Safetynet's shared clinical record system.
• Facilitate smooth transfer of care when patients move to alternative accommodation centres or register with mainstream GP services.
• Work effectively with professional interpreters to ensure equitable access to healthcare.

Mental Health & Safeguarding

• Assess mental health needs including trauma-related presentations associated with migration and displacement.
• Identify safeguarding concerns relating to vulnerable adults and children and manage these in accordance with organisational and national policies.
• Refer patients to appropriate mental health, psychology and social support services.

Collaboration & Service Development

• Work closely with the onsite HSE team and other multidisciplinary colleagues.
• Build and maintain strong relationships with local primary care, public health, hospital and community services.
• Contribute to service monitoring, audits, quality improvement initiatives and data collection.
• Participate in the ongoing development of migrant health services within Safetynet Primary Care.

Other Responsibilities

• Provide day-to-day clinical support and guidance to nursing and clinical staff where required.
• Participate in clinical governance, case review meetings and multidisciplinary discussions.
• Undertake administrative duties associated with the service.
• Maintain professional registration and continuing professional development requirements.
• Adhere to Safetynet’s policies, procedures and values.
• Participate in staff meetings, training and organisational initiatives as required.
• Maintain high standards of confidentiality, data protection and professional conduct.

Person Specification

Essential Criteria

Qualifications & Experience

• Candidate must hold MICGP qualification  

And 

• Be entered on the Specialist Division of the Register (General Practice), Irish Medical Council 

And 

• Have working experience in and extensive knowledge of the Irish health care system 
• Previous experience working with marginalised groups and experience working through an interpreter is an advantage  
• Candidates shall be of good character 
• Candidates shall be in a state of health that indicates a reasonable prospect of ability to provide regular and efficient service 
• A working knowledge of Socrates or other GP practice software is desirable

Appointment: Part-time, permanent, pensionable, 6 months probationary period

Annual Salary: Pro-rata based on FTE salary €156,520 per annum

Annual Leave: Pro-rata based on FTE annual leave of 25 days per annum
