The Finance and Governance Executive manages the organisation’s financial planning, budgeting, forecasting, financial reporting and financial compliance functions. The role provides accurate financial analysis and management information to the CEO, Treasurer, Board of Trustees, and funders to support financial oversight and decision-making.

FINANCIAL MANAGEMENT

  • Responsible for the preparation, monitoring, management, and analysis of organisational budgets and financial forecasts including cash flow, providing financial information and recommendations to the CEO, Board Treasurer and Board of Directors to support strategic decision-making.
  • Manage and report on organisational expenditure against approved budgets to the CEO, Board Treasurer, and Board of Directors.
  • Ensure compliance with funding conditions for financial expenditure.
  • Prepare monthly management accounts and quarterly financial reports for the Board of Directors and external funders, supported by a detailed financial narrative.
  • Prepare and manage financial information, budgets, and supporting documentation for grant applications, funding proposals, and funder reporting requirements.
  • Attend and actively contribute to the Finance and Audit Board of Directors subcommittee quarterly, alongside Board members, the Board Treasurer, and the CEO.
  • Manage accurate accounting records using online software in accordance with internal organisation controls and procedures.
  • Complete monthly bank reconciliations and maintain accurate financial records.
  • Support annual financial audits by preparing reconciliations and supporting documentation for external auditors.
  • Manage the payroll process, pensions and expenses for staff.
  • Authorise and coordinate payment processing for external facilitators and suppliers in accordance with organisational financial controls.

GOVERNANCE AND REGULATORY COMPLIANCE

  • Act as the organisation's lead point of contact for statutory and regulatory compliance, including preparing and submitting all filings to the Companies Registration Office (CRO), Register of Beneficial Ownership (RBO), and Charities Regulator, and maintaining the statutory registers and company secretarial records for the Board.
  • Manage statutory registers, governance records, and organisational documentation in line with legal and regulatory requirements.
  • Recording and circulating formal minutes of Board Meetings, Board Sub Committees and monitoring follow-up actions, and providing company secretarial support to the Board including scheduling, agenda preparation, and tracking statutory obligations.
  • Advise the CEO and Board of Directors on governance obligations and legal/regulatory developments affecting the charity, drawing on specialist legal training to interpret statutory and regulatory requirements.
  • Support the implementation and review of governance policies, financial procedures, and internal controls.
  • Manage organisational insurance policies and maintain associated documentation.
  • Manage compliance records relating to staff, Board members, and external facilitators.
  • Liaise with external stakeholders including auditors, funders, and regulatory bodies.
  • Contribute to the continuous improvement of financial systems and governance processes across the organisation, including monitoring internal financial controls to support governance and accountability.
  • Overall responsibility for the Customer Relationship Management (CRM) system, including adherence to strict compliance with GDPR principles.

ESSENTIAL CRITERIA

  • Minimum 2 years' experience in a finance and/or governance role, ideally within the charity/NGO sector.
  • Master's level qualification in Law, Finance, Governance or another relevant discipline, together with relevant financial management experience.
  • Strong demonstrable analytical knowledge of financial reporting.
  • Understanding and experience of reporting under Charity SORP.
  • Strong demonstrable knowledge and experience of bookkeeping and payroll using Collsoft and Accounts IQ
  • Strong and demonstrable understanding and experience of the legal requirements for the charity sector, as well as Governance & Compliance requirements of the Charity Regulator and Companies Registration Office.
  • Demonstrable, hands-on experience preparing and submitting statutory filings to the CRO, RBO and Charities Regulator, and maintaining statutory registers and formal Board/committee minutes for a registered charity or company.
  • Demonstrable experience in Customer Relationship Management (CRM) systems.
  • Experience using Microsoft suite (Word, Excel, Teams, PowerPoint) is essential.
  • Experience of working in a mental health NGO.
  • Applied Suicide Intervention Skills Training (ASIST).

DESIRABLE CRITERIA

  • Professional membership of (or working towards) a recognised governance or company secretarial body.
  • Experience presenting financial and/or governance reports directly to a Board of Directors or Board Sub-Committee.
  • Familiarity with the Governance Code for the Community, Voluntary and Charitable Sector.
  • Experience of statutory/state funder reporting requirements (e.g. HSE, Trusts,  Pobal).
  • Full, clean driving licence.

FURTHER DETAILS

  • Probation period: 6 months, with a review at 3 months.
  • This role is subject to Garda vetting in line with our safeguarding policy.
