Director of People, Culture & Organisational Development

Role offers the opportunity to be the senior HR lead for the organisation, with responsibility for people strategy, culture, workforce planning & leadership.

Organisation: The Wheel | Reporting to: Chief Executive Officer | Location: Hybrid, with Dublin-based and national engagement | Level: Director / Senior Management Team | 

Work Pattern: Full-time or 3–4 day fractional appointment

About the Role

The Wheel is seeking to appoint a capable, values-led senior HR professional who is ready to take the next step into a broad, influential people leadership role.

Reporting to the Chief Executive Officer and serving as a member of the Senior Management Team, this role offers the opportunity to be the senior HR lead for the organisation, with responsibility for people strategy, culture, workforce planning, leadership capability, organisational development and people systems.

It will suit someone who has already built strong HR leadership experience and is now seeking wider strategic exposure, direct access to senior decision-making, and the opportunity to shape people priorities across a national organisation.

Key Responsibilities

  • Take ownership of The Wheel’s People Strategy, translating organisational priorities into practical people plans and actions.
  • Act as the organisation’s senior HR advisor to the Chief Executive Officer, Senior Management Team and Board on people, culture and organisational development matters.
  • Build processes across workforce planning, succession planning, leadership capability and talent development.
  • Promote a positive, inclusive and values-led culture underpinned by clear accountability and consistent management practice.
  • Lead organisational development, change and governance improvements that strengthen clarity, effectiveness and sustainable performance.
  • Oversee employee relations, compliance, wellbeing, risk management and the development of fair and robust people policies.
  • Develop the organisation’s HR systems, data, reporting and processes, including appropriate use of automation and responsible AI.
     
  • What You Will Bring
  • Strong HR leadership experience, ideally at senior manager, Head of HR, HR Business Partner lead or equivalent level, with readiness to step into the senior HR role for the organisation.
  • Experience advising senior leaders and confidence engaging with Chief Executive, Board or committee-level stakeholders.
  • Practical experience across people strategy, organisational development, workforce planning, employee relations and change.
  • Excellent knowledge of Irish employment law, governance, risk, performance management and employee engagement and how to apply this in practical terms.
  • An applied interest in strengthening HR systems, data, processes and reporting to support better organisational decision-making in the now and for future proofing the organisation with technological augmentations.
  • Chartered CIPD membership, or an equivalent senior HR, organisational development, business or leadership qualification, is desirable.
  • A credible, collaborative and confident leadership style, with the ability to build trust, influence others and exercise sound judgement.

    Key Information about this role:
  • This is a full-time/3-4 day permanent position with The Wheel. 
    The Wheel’s offices are located in Dublin 8
  • This role requires the post holder to attend in-person meetings in Dublin and elsewhere on a regular basis. 
  • Additionally, the role may require participation in meetings which can occur in the evenings and on weekends. 
  • Travel outside of the office is reimbursed according to our expenses policy. 
  • The annual gross salary for this role is between €78,000 and €97,500, depending on the knowledge and experience of the person who occupies it, and will be decided accordingly. 
  • Room to grow within the role: while The Wheel does not operate salary scales, the salary band for Director level within The Wheel reaches a maximum of €97,500 subject to service

    The Wheel offers the following benefits in addition to salary 

  • A 6% employers' contribution to a company contributory pension scheme (subject to a 4% employee contribution)
