Duration: Fixed Term Contract (1 year)

Salary: €41,936 to €43,500

Reporting to: Migration Project Coordinator


BACKGROUND INFORMATION

The Irish Red Cross Society (IRC) is part of the world’s largest independent humanitarian network, the International Red Cross and Red Crescent Movement. Migration is a priority focus for the Red Cross and Red Crescent Movement internationally as well as for the IRC in Ireland.  Ireland, along with other countries, has experienced considerably more inward migration in recent years from people in need of protection and, as a result, is challenged to respond with appropriate supports for all affected.  

The IRC has worked on migration for several years and is considered a key actor in responding to the humanitarian needs of refugees/migrants seeking protection and a future in Ireland, with programming in the areas of resettlement and responding to the Ukraine crisis, among others. 

The Irish Red Cross 4AMIF44 Project namely ‘Mental Health, English Language, Employment Skills and Family Reunification Programme’ funded under the EU Commission’s Asylum, Migration and Integration Fund 2021 – 2027 and in accordance with Regulation (EU) 2021/1147 aims to contribute to the strengthening and further development of legal migration to EU Member States in accordance with economic and social needs supporting the effective integration and social inclusion of Third Country Nationals.  The project, managed by the Fund’s Administration Unit of the Department of Justice, runs from 2024-27.  It targets all Third Country Nationals in Ireland -including but not limited to migrants, asylum seekers, beneficiaries of international protection (refugee status/subsidiary protection), persons eligible for or beneficiaries of temporary protection status, above 18 years old in accordance with the IRC’s guiding principles and the horizontal equality and human rights principle under the Common Provisions Regulation.

SUMMARY OF ROLE

The Project Officer (PO) will be responsible for providing support across all components of the programme including the areas of participant recruitment and registration, data management and analysis, client feedback, administration and reporting. In particular, the PO will support teams to ensure that all project participant data is managed to a high standard and in line with IRC and donor requirements.

Reporting to the Migration Project Coordinator, the PO will liaise closely with internal stakeholders, in particular the Grant Manager, Programme Leads across the International, Migration and National Services departments, and the M&E team.  They will also liaise as needed with external service delivery partners.

The role provides an opportunity to directly and meaningfully impact the lives of people supported by the programme.  The responsibilities may evolve as the programme develops and according to departmental needs.

 

ROLE RESPONSIBLILTIES

Participant Registration and Data Management

  • Support outreach and participant registration processes
  • Design and manage participant registers for each programme component in collaboration with programme management staff
  • Compile and file Participant Data on programme registers and Sharepoint filing system
  • Provide regular analysis and updates on participant registrations and profiles
  • Assist with follow-up and enrolment of participants in language and employment classes

Donor Reporting

  • Support the preparation of the quarterly operational reports and participant trackers
  • Assist with other donor reporting requirements as required

Client Feedback

  • Administer and support improvement of the Client Feedback Mechanism
  • Ensure client feedback is tracked and responded to in collaboration with programme leads
  • Provide reports and summaries of client feedback and action taken
  • Document processes and procedures on the client feedback mechanism

Administration and Organisation

  • Support event organisation including logistics, preparation of materials, documentation of event proceedings
  • Support general administration of the programme, including filing, archiving, meeting administration and minute-taking

Other

  • Work actively towards the achievement of the Irish Red Cross goals.
  • Undertake training and development as required
  • Abide by and uphold the Principles of the International Red Cross Red Crescent Movement.
  • Undertake any other reasonable work-related duties and responsibilities assigned by the relevant line manager that are consistent with the nature of the job and level of responsibility.

ROLE REQUIREMENTS

Essential Criteria

  • 2 Years Experience in a Project Officer role or similar
  • A third-level qualification in a relevant field e.g. social studies, humanities, humanitarian assistance, local development, migration
  • Excellent working knowledge of Microsoft Office, in particular Excel
  • Excellent organisational, prioritisation and time management skills
  • Excellent communication and interpersonal skills, and ability to build effective relationships across different departments
  • Ability to work on own initiative and deliver quality results to a high standard
  • Fluent English, written and spoken

    Desirable Criteria

  • Experience and knowledge of the migration sector in Ireland or in the Red Cross network
  • Project Management qualifications and experience
  • Data Management and Analytic Skills, including Power BI
  • Experience and knowledge of EU grant compliance requirements and data protection
  • Ability to work under pressure and meet set deadlines
  • Ability to speak additional languages e.g. Arabic, French, Spanish, Portuguese, Ukrainian
