Summary of the role
Balgaddy Family Resource Centre Board of Directors now wish to recruit a Manager.
OVERALL PURPOSE OF THE JOB
To work in partnership with the Voluntary Board of Directors (VBOD) of the Balgaddy Family Resource Centre to create and follow through on the Vision, Mission, Guiding Principles and agreed areas of work.
The Project Manager will be required to provide leadership, support and direction to the staff team and oversee the facilitation and development of all programmes and services operating within the organisation. In addition, an ongoing part of the work will be sourcing funding for new and existing actions and liaising with relevant agencies, to meet the needs of those using the service.
Principle Duties and Responsibilities

- Raise the profile of the Centre and promote local involvement in
- Work with VBOD to create and follow the objectives and actions of the Strategic and Annual Plan.
- Coordinate the work of the Centre in consultation with the VBOD, working groups, staff members and others as deemed necessary.
- Ensure that the work of the Centre is regularly planned, reviewed and evaluated, referencing the Annual Plan as necessary.
- Ensure that a child protection policy, with associated procedures, is implemented and act as the Designated Liaison Person for the Centre.
- Work and network with other Family Resource Centres, the Regional Forum and the FRC National
- Carry out any additional tasks that may be deemed necessary by the Voluntary Board of Directors for the effective coordination of the Centre.
- To keep informed of developments at national/regional/local level in relation to funding, policy developments and government strategies, and to ensure that information is referred to other staff and members of the Board.
Positive Development of Staff Team
- Support and supervise core funded and non-core funded staff as well as workers on work placement programmes and promote a team ethos within the Centre. Ensure that timesheets and other relevant personnel records are kept updated.
- Work with the VBOD, staff and volunteers to access appropriate training and development opportunities in response to the identified needs of all members of the Centre.
- Implementing and conducting team meetings at regular intervals to ensure a good flow of communication, a positive team approach, and the efficient development of all areas of work in accordance with the workplan.
- Provide support and supervision to appropriate staff employed by the Voluntary Board of Directors.
- Organising recruitment and induction procedures for new staff, where appropriate.
- Developing an awareness between staff of all the different programmes and services, as well as new developments and the values and vision of the project in the context of a national policy framework.
- Managing HR issues in conjunction with the Board.
- Being responsible for the implementation of new policies and monitoring of staff compliance with all guidelines and protocols in relation to work procedures and health and safety issues.
- Supporting the development of new skills for staff, as required.
Grant Applications and Financial Management
- Work closely with other relevant staff to submit grant applications to various departments and funding agencies.
- Oversee (in consultation with the VBOD and other staff) successful applications such as capital developments or new areas of work, in the case of new developments.
- Develop all budgets and projections in consultation with Project Administrator and VBOD.
- Work with the Administrator in preparing all budget projections and financial plans for the Board Meetings.
- Oversee financial accountability procedures.
- Identify funding sources, make applications on behalf of the Centre and liaise with the relevant funding agencies and assist local groups with applications.
Working with the Voluntary Board of Directors
- Providing up to date reports on work of the organisation at Board meetings.
- Consulting with the VBOD on the planning, prioritising and organising of the Balgaddy Family Resource Centre’s activities and programmes, and feeding back information to all other staff, as required.
- Becoming familiar with the structures and procedures in place in the Balgaddy Family Resource Centre and ensuring that all policies, procedures, legal and other requirements are met including the Company Registration Office, Charities Regulator, Register of Beneficial Owners, Lobbying Act etc.
- Developing new policies for ratification at the request of the Board.
- Work with the VBOD on formulating and influencing policy at local, regional and national level, using a rights-based approach where relevant.
- Implementing actions after each Board Meeting
Charities Regulator Governance Code Compliance
The Manager will support the Voluntary Board of Directors in ensuring full compliance with the Charities Governance Code. This includes:
- Supporting the Voluntary Board of Directors to operate effectively and in line with best‑practice governance standards.
- Ensuring that all governance policies, procedures and practices reflect the six principles of the Charities Governance Code.
- Coordinating the annual review of compliance, including maintaining the Compliance Record Form and ensuring evidence is up to date.
- Supporting the Board to implement effective internal controls, risk management processes, and financial oversight in line with best practice.
- Ensuring that statutory obligations are met, including CRO filings, Charities Regulator reporting, Beneficial Ownership Register requirements, and compliance with the Regulation of Lobbying Act.
- Providing the Board with timely, accurate governance reports to enable informed decision‑making and oversight.
- Ensuring staff and volunteers understand and adhere to governance policies, including safeguarding, data protection, financial procedures, and health and safety.
- Promoting a culture of accountability, transparency and ethical practice across all areas of the Centre’s work.
Family Support and Community Development
- Strengthen community participation and representation in line with the ethos of the National Family Resource Centre Programme.
- Ensure that the work of the Centre is located within a community-based model of family support and community development.
- Facilitate the provision of an information and advice service to local families and individuals, including coordinating community events.
- Support the development of community led initiatives that support family and individual well-being.
- Network with the HSE/Tusla and other relevant organisations to support the development and delivery of services for families in the local community.
- Be familiar with Children First: National Guidance for the Protection and Welfare of Children and TUSLA Meitheal National Practice Model.
- Comply with the National Service Delivery Framework (NSDF) of TUSLA – Child and Family
- Participate as required in national practice models, including Meitheal, to ensure that the needs and strengths of children and their families are effectively identified, understood, and responded to in a timely way.
- Liaise with the appropriate statutory and voluntary agencies to ensure a coordinated, multi-disciplinary and multi-agency framework for the delivery of supports and services
- Assist in getting representatives of the FRC target groups onto the VBOD and sub-groups as needed.

Administration Work
- Ensuring that Annual Progress Reports are completed and sent to funders.
- Managing and developing any internal evaluation systems in place. The Manager will ensure that monitoring, evaluation and reporting systems reflect the requirements of the National Family Resource Centre Programme.
- Dealing with appropriate correspondence.
- Liaising with the Project Administrator and VBOD in relation to budgets, projections, returns and annual audit.
- Liaising with other relevant staff in writing reports to funding agencies on the work undertaken.
Promotion of all Services and Programmes
- Overseeing the management of events and promotion of the work, programmes and services running in Balgaddy Family Resource Centre, in conjunction with other staff.
- Using social media/website/other forms of communication to promote services.
Other Relevant Information
Hours of Work
- The post will be full time – 35 hours per week.
- The hours of work will be 9.00 to 13.00 hrs. and 14.00 to 17.00 hrs, Monday to Friday. The Manager will be expected to be flexible about evening and weekend work for which overtime will not be paid but time-off-in-lieu will be granted.
- The contract will be permanent subject to continued funding by TUSLA Child and Family Agency.
- A six-month probation period will apply.
Accountability
The Manager will be responsible to the VBOD.
Salary
This is Grade VI post on a scale with 7 points. The salary for this position will range between €57,325-€63,491 and will be commensurate with qualifications and experience.
Confidentiality
The Manager will be expected to always observe confidentiality in relation to the
business of the Family Resource Centre.
Pension
The Company will make a provision for an 8% employee contribution combined with a 5% employer contribution, subject to a successful probationary period and adequate and sustainable funding.
Holidays
25 days per annum plus public holidays.
Garda Vetting
The position is subject to the completion of a satisfactory Garda Vetting process.
Travel & Subsistence (T&S) Expenses
Travel expenses and subsistence will be paid on production of receipts and in line with our T&S policy.
