Disability Federation of Ireland (DFI have invited Úna Ní Dhubhghaill, the recently appointed Chief Executive of the Charities Regulatory Authority to update DFI members and the community and voluntary sector on developments in the implementation of the Charities Act.

Niall Byrne, Deputy Director of Regulation with the Health Information and Quality Authority (HIQA) wil also speak on the learnings to date in regard to the implementation of the HIQA National Quality Standards: Residential Services for People with Disabilities.

Following the presentation there will be a short discussion with the speakers on the topic of “Regulation and Keeping the Focus on Best Outcomes for People with Disabilities”.

Article 19 of the UNCRPD respects the rights of people with disabilities to live independently and exercise the same level of choice and control as non-disabled people. Without careful consideration an increasing focus on regulation and emphasis on health and safety for example could hinder with rights of people with disabilities to make choices and exercise appropriate risk taking.
