Invitation to make Submissions on Ireland’s Partnership Agreement with the European Union for the 2014 – 2020 European Structural and Investment Funds

The cohesion policy (or regional policy) of the European Union provides a framework for financing a wide range of projects and investments with the aim of encouraging economic growth in EU Member States and their regions.  The policy is reviewed by the EU institutions once every seven years. The next round of programmes is to cover the period 2014 - 2020.

The Department of Public Expenditure and Reform is commencing its preparations for Ireland’s EU Structural Funds Programmes for the 2014 – 2020 programming period.  The Programmes will be co-financed by the European Union and the enabling legislation is currently under discussion at EU level.  Each Member State is required to prepare a Partnership Agreement outlining funding priorities for the 2014 – 2020 period. 

As part of its preparations, the Department is launching a consultation process on Ireland’s Member State Partnership Agreement and submissions are invited from interested parties on this document, which is being drafted over the coming months.  This consultation exercise will inform the preparation of Ireland’s Member State Partnership Agreement.  A further consultation will then be carried out which will give interested parties the opportunity to comment on the draft Partnership Agreement when it has been prepared.  This second consultation is likely to be held in the summer of 2013.

The consultation period closes on Friday, 12 April, 2013.

There is no requirement to respond to all of the headings covered in the Partnership Agreement unless you wish to do so.  When you respond, you should state clearly in your response which organisation you represent and to which heading(s) in the Partnership Agreement the response relates.
