Glencree was founded in 1974 and works to prevent and transform conflict by engaging people in dialogue, and trust and relationship building. Glencree is now seeking a Programme Manager for its Women’s Leadership Programme. The key initiative in this Programme is the newly established All-Island Women’s Peacebuilding Network (WPN). The WPN is included as part of a new five-year Strategic Plan currently being finalised by Glencree.

Glencree All-Island Women’s Peacebuilding Network
Launched in September 2020, the WPN aims to support women, across the generations, as actors in immediate post-conflict peacebuilding and transformation on the island of Ireland or in their conflict-affected country of origin. It aims to support women to engage in policy conversations and decision-making related to women’s needs and rights in the context of peacebuilding and reconciliation. This includes the policy frameworks of the Good Friday/Belfast Agreement and its successors; UN Resolution 1325 on Women, Peace and Security; 2030 Sustainable Development Goal 5 (women and girls’ empowerment) and Goal 16 (peaceful societies); and decision-making at local and other levels. About the Programme Manager’s role
The Programme Manager is a member of Glencree management team. The position is offered on an initial one-year fixed term contract basis with the possibility of renewal, subject to funding.
The post-holder will have well-developed skills and experience in Programme design, management and delivery. They will be knowledgeable about the identity, culture, power, gender and faith dimensions of conflict and peacebuilding. They will have a consistent ability to identify and respond to opportunities to support women as peacebuilders across different levels and sectors of society. They will have exceptional personal skills with experience of developing and sustaining relationships. They will also have professional experience of dealing with politically sensitive issues and being considerate and supportive of persons and situations affected by conflict.
The key responsibilities of the role are detailed below.
- Design annual Programme implementation plans that align to relevant objectives and goals of Glencree’s Strategic Plan 2021-2026
- Agree the annual Programme budget in liaison with Glencree’s CEO and Financial Controller
- Manage, within budget, the effective implementation, monitoring, evaluation and reporting on annual implementation plans and on the Programme overall
- Develop relevant expansions of the Programme to respond to emerging needs and in line with Glencree’s strategic objectives
- Develop synergies with, and promote the profile of and learnings from, the Programme across Glencree and to relevant stakeholders, with the support of the Communications Co-ordinator and Communications Workgroup
- Manage staff, consultants, student placements and interns in accordance with Glencree’s policies and procedures
- Engage and support Programme or organisational steering, working or advisory groups as appropriate
- Ensure that all Programme activities, staff, consultants, student placements and interns are compliant with Glencree’s organisational policies and procedures, including risk management, and relevant legislative or regulatory requirements
- Secure further funding to consolidate and expand the Programme; develop and maintain relationships with funders and provide timely and accurate financial and narrative reports to meet their requirements
- Represent and develop Glencree’s interests through the building of positive relations with relevant organisations and institutions
- Provide all necessary information to the CEO and Board to meet their requirements
- Contribute to the overall management of the Glencree Centre for Peace and Reconciliation including attending management meetings as required by the CEO
- Any other duties consistent with the responsibilities of the post as requested by the CEO.
These key responsibilities may change with the needs of the organisation.
- At least 2 -3 years’ experience of Programme design, management and delivery
- Knowledge and understanding of public policy pertaining to violent and political conflict in Northern Ireland and on the island of Ireland
- Knowledge and understanding of the gender dimensions of violent and political conflict and of peacebuilding
- Strong strategic thinking and critical judgement skills
- Excellent interpersonal skills with ability to develop and sustain relationships and networks across a range of stakeholders
- Excellent writing and presentation skills and a high level of IT competency in MS Office
- Experience and success in grant-applications and experience in reporting to funders
- Experience of leading and managing staff teams and being a highly effective team member
- Experience of budget and financial management
- Clean driving license and own car or access to private car
- A relevant third level qualification, preferably in social science; politics; peace and conflict studies; or related areas
- Experience of working with women at grassroots level on issues related to conflict such as marginalisation, sectarianism, racism, community relations, post-conflict trauma
- Knowledge of United Nations and international policy frameworks relevant to gender and conflict
- Knowledge and experience of Programme evaluation
- Facilitation skills
- Practice the values of Glencree Centre for Peace and Reconciliation
- Flexibility and adaptability to identify or respond to strategic opportunities
- Openness to working collaboratively
Key terms of employment
- Contract: Fixed term contract of 1 year, on a 3-day week basis, with the possibility of renewal, subject to funding. [This role is funded by The Reconciliation Fund, Department of Foreign Affairs].
- Probation: A six-month probation period applies in the first year of the contract.
- Salary: €40,000-€42,000 pro-rata.
- Annual leave: 25 days per annum pro-rata.
- Pension: 5% match-funded employer contribution after successful completion of probation period.
- Place of work: Glencree’s office is based in the Glencree Centre for Peace and Reconciliation, Glencree, Enniskerry, Co. Wicklow. The role is based in Glencree with occasional travel. During the Covid-19 pandemic, Glencree is compliant with government guidelines to work remotely. Future remote working possibilities are under discussion.
- Travel & subsistence: An expenses reimbursement scheme is in place for approved travel and subsistence.
- IT: Glencree provides a laptop to the post-holder for their employment tenure.
- Reporting: The post-holder reports to the Glencree CEO. A new role of Network Animator will report to the Women’s Programme Manager. Occasional administrative assistance is also provided to the Programme by Glencree’s Office and Operations Administrator.
