General Description of the Programme;

GOAL is an international humanitarian agency established in 1977 and currently operational in 14 countries world-wide. GOAL has an annual budget of approximately €115m and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.

Overview of the role

The GOAL Infrastructure Manager is responsible for ensuring the effective and efficient delivery of IT infrastructure and systems across GOAL. This position reports to the Global IT Manager.

The role coordinates with the Global IT Manager services to ensure that:

  • GOAL’s IT functions serve the needs of GOAL’s programmes and support the achievement of key organisational agendas as efficiently and effectively as possible.
  • Through Systems, training and monitoring, practices and behaviours are developed that ensure that GOAL infrastructure security and industry regulations including GDPR and PCI are adhered to.
  • IT Support staff are effectively managed and are motivated to perform to the highest standards demanded by GOAL.

Key responsibilities


  • Oversee and monitor the performance of the Head Office IT Support team to ensure continuous innovation and the highest standard in service delivery to GOAL’s programmes.
  • Lead advisor for Country programmes and HQ on ICT Lights-on Service Delivery
  • Input into ICT Strategic Planning and Implementation
  • Defining Documenting and monitoring adherence to ICT Policies and Procedures;
  • Input and maintain ICT Risk and Asset Registers; 
  • Advice and support to key stakeholders and business owners throughout GOAL
  • Promoting ICT as an enabler of productivity and business process improvements;

Service Delivery

  • Maintaining high ICT service levels of both ICT suppliers, services and systems to the GOAL staff and business owners; 
  • ICT infrastructure planning, consolidation, rationalisation
  • ICT resource planning, cost management; 
  • Management and development and testing of ICT Security
  • Maintain compliance of ICT systems for regulatory purposes, including data protection, GDPR and PCI 
  • Disaster Recovery and Business Continuity planning and testing of ICT systems;
  • Own escalated network issues as from the Central Helpdesk across All GOAL countries.


  • Planning and integrating a wide variety of new systems development projects e.g. Azure Hybrid/Cloud infrastructure, SharePoint and BI; 
  • Develop and promote robust project management and system development methodologies for GOAL ICT projects; 
  • Develop the ICT technical resource plan and provide input to the overall project plan & timeline.


  • Own New office setups in GOAL Global, working with logistics (Dublin and in country) in reviewing IT equipment needs
  • Travel to new sites when required, including Emergency response deployment.
  • Work with In-Country IT team to put in place any changes to IT systems and setup by Distance management where possible and by field visits to country when applicable

Representation & Coordination

  • Represent GOAL at National and International forums, ensuring GOAL stays ahead of relevant sector trends.
  • Coordinate with other departments at a management level to ensure that the IT department is represented in wider discussions and is serving the needs of the organization at operational and strategic level.
  • Liaise with Global IT Manager and Internal Audit and Compliance to support donor and other assurance reporting as required.
  • Liaise with the humanitarian department to ensure that emergency preparedness procedures and supplies are in place to ensure GOAL is always ready to provide an immediate and comprehensive response to any global emergency.


  • A record of achievement in their career to date, demonstrating management skills including the ability to provide leadership and direction in a complex ICT organisation; 
  • Experience and knowledge of key technologies in use in GOAL including MS OS, MS Server, MS SQL, MS Dynamics, iOS, Android, Meraki, Citrix, Cisco, LAN/WAN management, SAN storage, VMWare management, virtualisation, cloud hosting and management, website development. 
  • Experience and knowledge of MS Azure and SharePoint a distinct advantage
  • Ability to network with peers and vendors and develop relationships; 
  • Proven ability to lead teams, develop team skills, and influence organisational change; 
  • Experience of managing competing demands of stakeholders and customers; 
  • Customer service orientation in relation to Service Management e.g. ITIL; 
  • Excellent communications skills, proven record in successful proposals for business improvements and experience of resulting change management; 
  • Excellent knowledge of recent technology developments and roadmaps;
  • Prince2 or other project management experience and accreditation a distinct advantage.

Our package includes a competitive salary, 22 days annual leave and the possibility to join our Health care scheme. Additional benefits are available after 12 months of service. The salary range for this role is €45-55,000. Candidates must be entitled to work in Ireland at the time of application.
